Background Following the decision of the March 2007 Spring Council, the European Heads of State backed the European Commission’s proposal to establish a legally binding target of 20% for renewable energy’s share of energy consumption in the EU by 2020. This ambitious target will lead to massive investments in energy generation units using renewable sources (solar, wind, hydro, biomass, geothermal, etc…), estimated around 450 billion Euros over the period 2001-2020. This will result in the parallel expansion of Service activities, the productivity of which will enhance the use of renewable energy sources. They cover Planning, Installation, Maintenance and Scrap (PIMS) services with increased knowledge content as competition in these areas will grow with time. This motivated the launch of the KIS-PIMS project, on February 2008 for the next three years, with the financial support of the European Commission - DG Enterprises & Industry under the Competitiveness and Innovation Programme 'CIP', coordinated by TECHNOFI and shouldered by 14 Partners located in Austria, Belgium, France and Finland. Project objectives KIS-PIMS is an initiative to accelerate cost driven innovation in PIMS services associated to the production of renewable energy. KIS-PIMS designs and implements a new voucher-based funding schemes for innovative Service companies, with a focus on SMEs, belonging to clusters located in Austria, Finland and France. Key FEATURES KIS-PIMS relies on three pillars:
Technical approach The Support Package, i.e. the toolbox used to manage innovation risks (technical, managerial, business, financial) will be tested by at least 100 KIS companies. This support mechanism will be validated in Austria, Finland and France, before being spread to at least 10 other clusters. The outreach strategy will lean on an accreditation scheme. Regional innovation intermediaries like Clusters, regional Agencies, Innovation Relay Centres (IRC), Incubators, etc… will be trained in the proper use of the Support Package by Innovation and Energy Agencies qualified for delivering the accreditation. The GREENOVATE! EUROPE E.E.I.G will be the pool of innovation experts able to support the companies of the renewable energy sector in their business plan consolidation, relying on the voucher scheme. It will also be in charge of the continuous improvement of the Support Package beyond the KIS-PIMS project. Expected impacts AND RESULTS At least 100 KIS companies will benefit from the Support Package and accessed expertise on business plan consolidation thanks to the innovation voucher scheme funded by public agencies. The highest growth SMEs will be promoted on the KIS-IP front window – hosted by the Europe INNOVA web portal – and connected to investors for turning the projects into real business. 15 Energy Clusters will be accredited by innovation and energy agencies for the proper use of the Support Package towards KIS companies.
